Mailed In Title Procedures

You can mail the following items to the address shown below in order to transfer a title to your name.

1. OWNERSHIP DOCUMENT:

 Provide a Title or Manufacturer's Certificate of Origin (MCO) Per AS 28.10.201, the vehicle must be in Alaska on the date of application unless you are an Alaska resident submitting an MCO or out-of-state title.

New Vehicles(Purchased From a Dealer) - An MCO is an ownership document that a car dealer uses before a title is issued by the state. The dealer will assign the MCO to a purchaser by completing the information on the back of the MCO and signing it. Only a dealer may assign an MCO. The MCO assigned to the applicant must be submitted as proof of ownership when applying for a title.

Used Vehicles - A title is proof of ownership. The title from the previous owner must be properly released by the previous owner(s) and assigned to the applicant by fully completing the first assignment section. "Properly released" means that the title must be signed by one or more of the owners shown on the front of the title. If there is only one owner or if there is more than one owner joined by the conjunction "OR" then only one signature is needed. If there is more than one owner joined by any other conjunction or if there is not a conjunction then all owners must sign to release their interest in the vehicle. Only dealers may reassign a title. All other persons or businesses must obtain title in their name before selling a vehicle.

2. VEHICLE REGISTRATION:

All vehicles operated on public roadways must display valid registration unless specifically exempt. Do not operate your vehicle unless you have valid registration or are exempt. Vehicles may also display temporary registration while an application is being processed. This temporary registration is usually received from the dealership where the vehicle was purchased.

If your dealership has not provided temporary registration, or you bought it in a private sale, you can obtain temporary registration by providing a completed V1 Application and proof that you have purchased the vehicle such as a Bill of Sale or Dealership Purchase Agreement.

NOTE: Full fees are due for vehicle title and registration when obtaining a temporary permit from the DMV.

3. APPLICATION FOR TITLE & REGISTRATION:

The application must be completed in full (in ink). Your current mailing and residence (physical) addresses must be provided. See our Instructional Video on Completing a V1 application.

4. ODOMETER READING:

The current odometer reading at the time of sale is required to be disclosed by the seller and acknowledged by the buyer on the properly reassigned title or MCO in accordance with 49 CFR 580  for any motor vehicle. 

The following vehicles are exempt from odometer requirements as long as the previous odometer recording was not unknown on a title previously:

    • Vehicles with a Gross Vehicle Weight Rating of 16,000 pounds 
    • Vehicles that are not self propelled (Trailers)
    • A vehicle manufactured in or before the 2010 model year that is transferred before January 1st 2021 and is at least 10 years old 
    • Vehicles model year 2011 or newer that are at least 20 years old 

Trailers and Boats do not receive odometer disclosures however titles must still be reassigned by the seller in order to transfer ownership.

This disclosure must be on the previous title or MCO, or on the appropriate odometer disclosure form issued by the titling state.

If the disclosure is not completed on the Alaska Title please submit an completed Form V6 Odometer Disclosure with your documents. 

If no odometer disclosure is received or is not completed in correctly the odometer will be recorded as "Unknown" on any title issued in the future unless the vehicle was previously exempt.

Once a vehicle odometer has been recorded as "Unknown" it can never be returned to a numbered reading unless it was done in error by the department.   

5. LIENHOLDER NAME AND ADDRESS:

If you are making payments on the vehicle, you must enter the name and address of the individual or company to whom you are making the payments on the application. To record a lien for a motor vehicle an additional $15 fee is required. Your title will be mailed directly to the lienholder after it is processed and the lien recorded electronically in our system.

6. LIEN RELEASE:

A lien release is required when a title has an unreleased lienholder listed on Alaskan or other state's title and you are requesting a new Alaska title, regardless of whether the lien has been paid or not.

You may obtain a letter from the lienholder stating that the lien is released completely or is conditional on placing a new lien on the Alaska title. Statements with a "paid" stamp are not acceptable.

Original MCO's where a lien has been recorded for the original title application, must be recorded on new Alaska title and application unless accompanied by a lien release letter.

7. FEES:

Title and registration fees must be included with a check or money order for the correct amount due for the transaction made out to the "State of Alaska DMV". DO NOT mail cash.

If you are unsure about your application due to existing registration, asking for an exemption or another reason please contact our call center at 269-5551 before submitting your application to avoid delays. Always include a current phone number and or email address on your application so we can contact you as soon as possible should there be an error with the application.

NOTE: If you have Personalized or Specialty license plates that you wish to transfer to your new vehicle, you must request that in the affidavit section of the application, and include the plate number you wish to transfer. Please provide a copy of the last registration, along with the $5.00 fee to transfer the plates. Standard issue plates cannot be transferred. The owners name on the previous vehicle and the new vehicle must match to transfer existing personalized plates.

8. Mailing:

Once your application is received the title, license plates, registration, and tabs will be mailed to the address you have listed as the mailing address for the owner on the application. If the vehicle has a lienholder, the title will be mailed to the lienholder. If your vehicle is leased, the title will be sent to the lessor of the vehicle. You can also include a pre paid certified envelope for express return shipping.

Mail your application and all original documents to the above Correspondence address. It is recommended all documents are sent by registered certified mail and a tracking number is received to reduce the risk of the packet being lost in transit. Please allow approximately 2 months for processing and mailing time.
