Updates to CDL Military Waiver Forms

New separate forms for Knowledge Test and Skills Test waivers

The Division of Motor Vehicles has updated the application process for Commercial Driver License (CDL) military waivers. To improve clarity and align with federal regulation, the previous single waiver form has been replaced with two separate applications:

  • 416E Military Even Exchange (Knowledge Test) Waiver
Requires 1 year of qualifying military experience in an eligible MOS/Rating. Experience must fall within the 1-year period immediately before the application date or discharge (if applying within 1 year of discharge). This waiver allows eligible applicants to waive the CDL knowledge test.
  • 416S Military Skills Test Waiver
Requires 2 years of military driving experience, regardless of MOS/Rating. Experience must be within the 2-year period immediately before the application date or within 1 year of discharge. This waiver allows eligible applicants to waive the CDL road skills test.

Applicants may qualify for one waiver, the other, or both, depending on their military driving background. Before applying, individuals should review eligibility requirements to ensure they are submitting the correct form. Both applications require certification from a commanding officer and supporting documentation as outlined in the Military & Veteran Licensing Services section of the DMV website.
