Available Partnership Opportunities

Processing Business Partner – Assist customers with DMV transactions such as registrations and titles.
Driving Schools (Commercial & Non-Commercial) – Train new drivers with DMV-approved education programs. In addition to becoming an approved driving school, you may also be authorized to conduct DMV-approved third-party road examinations.

 

Commercial or Non-Commercial Driving Schools

commercial driving school is authorized to train individuals and conduct road skills tests for individuals seeking a Commercial Driver’s License (CDL). These testers must meet federal and state requirements, including extensive commercial driving experience and certification under 49 CFR 383 and 2 AAC 90.250.

A non-commercial driving school trains and administers road tests for standard driver’s licenses (Class D and M). They do not require commercial driving experience but must be trained and certified according to state testing regulations.

Who is eligible to become a commercial road tester?

To become a commercial road tester, an individual must:

  • Have significant commercial driving experience as required by 2 AAC 91.080.

  • Be trained to assess applicants based on federal CDL standards (49 CFR 383).

  • Be certified to conduct testing for CDL applicants, ensuring compliance with all safety and regulatory requirements.

You can submit your responses to the information below by emailing doa.dmv.cs@alaska.gov. Once your request is submitted, it will be reviewed, and you will be notified if DMV has follow-up questions and for information on following steps. 

  1. What communities do you plan to be located in:
  2. Which DMV services you want to offer, for example- title and registration, driver license issuance, etc.
  3. The estimated volume of transactions (people you expect to serve) per month.
  4. Any other information you would like DMV to know in consideration of your request

Please keep the following contract provisions in mind when submitting your request:
• The Business Partner may not use “DMV” as part of the business name.
• DMV approval is required for all sign information.

If your proposal is approved, DMV will send an application to you to formally start the process of becoming a business partner.

Below is a list of requirements for your consideration so you will have an idea of what to expect  if your proposal is approved and have an idea of costs associated.

 

Required Equipment and Computer Specifications for DMV Business Partners

Computers

Minimum Requirements:

    • Processor: Intel(R) Core(TM) i5

    • Memory: 16GB

    • OS: Windows 10

    • Security: Any antivirus/antimalware solution with a software firewall

Recommendations:

    • Video card capable of running two monitors

Additional Requirements:

    • Microsoft dotNet 4.5.2 minimum, but 4.7.3 recommended

    • All Microsoft dotNET and security patches will need to be maintained in a timely manner

Once we get to the part where the Office Of Procurement And Property Management (OPPM) is involved in contract development please know that they will require the following insurance:

  • ·     Workers' Compensation Insurance: The Business Partner shall provide and maintain, for all employees engaged in work under this contract, coverage as required by AS 23.30.045, and where applicable, any other statutory obligations including but not limited to Federal U.S.L. & H. and Jones Act requirements. The policy must waive subrogation against the State.

  • ·     Commercial Automobile Liability Insurance: covering all vehicles used by the contractor in the performance of services under this agreement with minimum coverage limits of $300,000.00 combined single limit per claim.

  • ·     Commercial General Liability Insurance: Covering all business premises and operations used by the Business Partner in the performance of services under the Contract and with coverage limits not less than $300,000.00 combined single limit per claim and shall include premises-operations, broad form property damage, blanket contractual and personal injury endorsements.

  • ·     Professional Liability Insurance: covering all errors, omissions, or negligent acts in the performance of professional services under this agreement with minimum coverage limits of $300,000.00 per claim/annual aggregate.

  • ·     Surety Bond in the amount of $100,000.00

  • ·     State of Alaska Business License

  • ·    Proof of ownership or lease agreement

Listed below are some of the items that will need to be obtained before a partner contract will be issued and services can be offered to the public.

  • Alaska business License
  • Own/Lease a physical commercial space
  • Signed Contract Between Interested Party and the Office of Procurement and Property Management (OPPM). DMV will initiate contact with OPPM to let them know it will be entering into a partner agreement. Please note that to have a signed contract you will also need to provide the following to OPPM: 
    1. Certificated of Insurance for Worker’s Compensation.  The policy must waive subrogation against the State. 
    2.  Commercial Automobile Liability Insurance
    3. Commercial General Liability Insurance
    4. Professional Liability Insurance 

 

 Submit a driver Training School License Application, provided by the DMV.   

  • If providing vehicles to train and test in, Commercial Motor Vehicles (CMV) will need to be inspected and the mechanic’s certification would need to be provided to the DMV.  Or provide a DOT Annual Inspection Report by a certified mechanic.
  • Submit a list of current CMV registrations for all vehicles and trailers used for skills testing.  The facilities fee structure and refund policy for their potential students. 
  • Create at least 3 Road Skills Testing routes to be used for road tests. (route requirements will be provided after application is provided) 
  • Check payable to SOA for a $25 Facility Fee

To become a licensed instructor or third-party examiner, applicants must:

  • Submit a completed application form.
  • Submit a full driving record issued within the last 30 days.
  • Pay the required license fee.
  • Provide fingerprints and pay the associated background check fee.
  • Meet the following qualifications:
    • Be at least 25 years old.
    • Have held a valid driver’s license for at least two years for the vehicle class being taught.
    • Have a clean driving record for the past two years, with no frequent traffic violations.
    • Have no reckless driving, DUI, or related convictions in the past five years.
    • Have no license suspensions, revocations, or disqualifications in the past five years.
    • Take and complete an approve course of instruction with AAA.

Interview Requirement

  • The department may conduct an interview to assess the applicant’s knowledge, skills, and abilities.

Listed below are some of the items that will need to be obtained before a partner contract will be issued and services can be offered to the public.

·       Alaska business License

    • Be at least 25 years old.
    • Have held a valid driver’s license for at least two years for the vehicle class being taught.
    • Have a clean driving record for the past two years, with no frequent traffic violations.
    • Have no reckless driving, DUI, or related convictions in the past five years.
    • Have no license suspensions, revocations, or disqualifications in the past five years.
    • Pass a written exam on traffic laws, safe driving, vehicle operation, teaching methods, and federal safety regulations. (Limited to two attempts per year, with a one-week waiting period between tries.)
    • Complete 40 hours of training in driver education or classroom teaching methods (college-level or equivalent).

Additional Requirements for Commercial Vehicle Instructors & Examiners

  • Have at least three years of experience operating a commercial vehicle in the past seven years.
  • Hold and maintain a valid DOT medical card.
